Is it possible to schedule a restart for a Windows 2000 machine and if so how do you do it?

unfortunately, i think that is impossible....to schedule a restart time...no!
It can only automatically restart if you have installed a new programme and it requires a restart.

There are a lot of utilities that can do this. An great bunch of utilities can be found at 12 ghosts. 12 Ghosts shutdown is great for what you want.
