Resize document to A5?

Publisher 2003 - I want to produce A5 flyers, but can't find out how to do it. I selected A5 paper in page setup, selected a design from the flyers and did my design -when I go to preview all I see is a section of my design on the middle of an A5 sheet. I can't find a shrink-to-fit buton or similar. All the designs seem fixed at A4. How do I produce a smaller design?
