Required Field only if other data exists

Does anyone have a JS that can check data in a row to see if data exists and if it does, it requires a particular block to be completed? Here's the scenario.....

I have a <table> and it contains multiple rows <TR>, now each row <TR> is not mandatory to complete, but if you enter something in either of the cells in that row, then the "comments" block must be completed.
