reporting on xml files..how to do it?

there is a requirement which is like is like:

an application which can store xml tagged data & should have the ability to give
adhoc querying capability to the users......(the user should have the
capability to query on any predefined element in the "dtd" )



can somebody throw some light on the technical architecture...
