Report variable limitation

I have a report that I want the user to be able to filter by location. I created a report variable called Location and the entry type being "Choose from table".

Problem 1: The table I'm pulling the location values from are sorted by id. How do I bring that in to the report so it's sorted by name?

Problem 2: I want to add an "ALL" option to that report variable so if the user selects "All", all the locations will be displayed.

My biggest problem here is that we are in a hosted environment and I have no means to create database views to serve as a workaround.

Possible Solutions:

1. Depending on how many locations. If there is not an large number, I would create my report variable to choose from a list and manually put the list in order. I think you could do this with a macro but probably have it re-keyed by the time get it to work.

2. At the top of the list I would have "%%%" or how many characters your locations are. In the prompt say "Select location ID or %%% for All locations". Setup your Selection criteria to select location field patterned like report variable "Locode".
