Report printing not spanning across pages

I have a report with 4 subreports which does not break the printing across 2 pages.

I have tried the following:
1. remove keep together option in the main report for each section
2. remove keep together option in each subreport for each section

Is there anything else I can do to make the printing of one section span two pages?

PLEASE HELP!!!!!!!!!!!
The last page of the report prints the header,the footer, and no other information(I'll refer to this as the "blank page").
I'm out of ideals.
I've hit the proverbial wall and cannot think of anything else to try.

Problem 1
I've tried using the OnlastRecord fucntion, but I did not incorporate it correctly. On the last record: the page header, the page footer, the detail information would print, but the header and footer only prints on the first page of the last record details(-this record has 3 pages) and the blank page would still print.
Problem 2
On one record in the main report one of its subreport does not its detail across two pages. It prints the main report header and the subreport header on one page, while printing the details on the following page. The details for the first record in the subreport spans the entire page. I can't make it print part of the record on the page with the headers and the rest of the details on the next page.
