Report Header only on first page -- not details 1

I have a report with very few sections. A report header, a page header, group header, 2 details section, report footer, and page footer. Can you please tell me why I might have nothing but a report header on the first page. The details do not start until the second page.

I'm using CR 7.5.

Go to "Format Section" for the report header section. Check to be sure the "New Page After" box is not checked.
 
I would also go to the design view and make sure the report header section is minimized. This also might be a result of "keep together" being checked for groups or even sections. You might try going to report->change group expert->options and uncheck keep group together. Also play around with "keep together" on sections by going to format section.

Thank you MrBill and lbass. I'm not sure why, but the "new page after" option that MrBill suggested was grayed out. I was able to fix it with the suggestion that lbass made. I unchecked the "keep group together" option in the change group expert.
