Replicate IIS from clustered 2k Adv to plain 2k server

It seems like I am cought in a catch 22. Our IIS runs off a pair of clustered windows 2000 adv servers. I am trying to replicate all the settings for IIS along with objects and such to a test box running plain windows 2000 server. The catch is when I do a IISSync to the test box its also grabbing the info that the site is in the cluster... As a result the site can not be started on the test box as it does not have a Cluster Administrator to start from.

Does anyone know how I can strip IIS out of a cluster group on plain win2k server? I really, really, do not want to break IIS out of the cluster on our production servers just to replicate to the test box.
 
try this:

copy all the files in iis folder to new server.
do an IIS metadata backup and restore to new server.

No luck afertaf. When I tried to restore the metadata backup from the clustered server to the plain server something got corrupted. I tried it twice and and to reinstall IIS twice. It seems strange that I can do a iissync but can not restore the config.
