Many sites now are reviewed by humans, and you can be penalized for trying to beat the system, including being banned from the search engine. Create a quality site and you'll have a good start for ranking in the search engines. All the tricks in the world won't help you if a human ranker looks at your site and isn't impressed.
Google does not use the meta keywords for ranking purposes and it's likely that they do not even index it.
Yahoo and MSN do read the KW tag but do not use it for ranking, consider it more as a parity check against the page, so use the keywords for the page.
Many directories read the meta descript and KW tags when you submit, so use them but correctly.
The meta description on the other hand is important because it can and does get used as the SERP description. Consider it as your chance to make a first impression with a visitor.
Some of the smaller engines still use the meta KW so if you see useful traffic (unlikely) they are worth considering.
Don't believe all you hear!
Overstuffed metas will do no real good for you, It may well raise a red flag and earn your pages a manual inspection for other spam tricks though.
Also it may well get you rejected at many directories, I know I give a more serious inspection on sites with stuffed meta kw when I'm editing.
