Removing Programs menu from Start menu in Win2K

Is there any way to edit the start menu in Windows 2000 Pro so the Programs menu does not show?

Hi pfaffer;

Go to:
Start > Settings > TaskBar & Start Menu.
Click on the Advanced Tab, then on the Advanced Button.
This will open an Explorer type window positioned at your Start Menu. Now delete what you want.

That will remove the programs that are in the Programs menu, but I want to remove or hide the Programs menu itself, so when you look under the Start menu there is no programs menu listed. Is there a way to do that?
