Removing menu bar from windows explorer

Any one know how to remove the menu bar from windows explorer? I've been searching on this for a while and have yielded no results. If it is possible to simply limit the menus available, that would work too. Thanks

Start/Control Panel/Administrative Tools/Local Security Policy

There are hundreds of policies: may be one of them is what you're looking for.
