Removing IE Address Bar Permanently

I have a project that involves installing PCs with internet access in a public area. I want to permanently remove IE's address bar and have been told that this is accomplished through html/scripting on the web page itself.
I presumed it would be done through the ieak toolkit.
I've searched Google to no avail. Anyone know how to do this?

IF" this is going to have a keyboard attached to it, you're also going to need to disable hotkey shortcuts as "CTRL+N" will result in a new browser void (usually) of java script imposed limitations
