I have a server that was recently added as a domain controller and now the server has crashed. I lost all data on hard drive. How can I remove this server as a domain controller? I found some info but it all assumes the dc is in up and running or can be attached to.

Do you have another DC?

If so, you need to do the metadata cleanup process, which is described in KB article 216498.
