Remove Dial 9 from Fax machines on the system

I was told that the way below was how you could take the dial 9 access code off of analog faxes on the system as long as you did not have conflicting numbers on the system with the area codes on 10 digit dialing. I have tried this and it does not work. Anyone have a better idea?

Go into the user, you have to build 2 user short codes.

Access the Short Codes Tab
Add a new short code
xxxxxxxxxx (10 of them)
Feature= Dial
Number= Nsi main DID number
Line group= 0 (Or whatever line group Id you are using)

Add
1xxxxxxxxxx (1+10 of them)
Feature= Dial
Number= Nsi main DID number
Line group= 0 (Or whatever line group Id you are using)

Put it in as a user shortcode for the fax.
