Remove data/time from lower bar

Some database users are resetting their system date/time.

Is there a way to prevent this, f.i. by removing one way or another the date/time in the lower bar ?

How to do this ?

Do not allow them to be administrators: just normal users. Should be able to do most things, even being database administrators without being a windows administrator.
