remote shutdown in XP or 2000

Is there a way to disable remote shutdown in XP and 2000?
We have a program called shutdown.exe in DOS and it is being abused.

Check your group policy settings. Only members of the Administrator group have privileges that would allow this to happen.

If you are setup as a Workgroup it might be time to shift to a Domain setting.

Yes, that is the problem, we have a few domain admins battling it out and shutting each others computers down, way too much time on their hands
