Remote PC Name change

I need to change some PC names remotely,

The PC's in question don't have VNC or Terminal service on them, all the PC's are members of a domain running active directory

Is there any 3rd party software/command lines to change PC names remotely??

take a look at a utility on the sysinternals web site called NewSID. It may be that you can sort out a batch file and use that.
