Remote Office VPN authentication issue (?)

I have a remote office that is connected through a VPN mainly for access to the Exchange 200 server. The remote end uses a Symantec 100 and my end is a CISCO PIX 501. They are able to get mail, but I think there are issues with the DC's talking to each other. Users are having problems logging on to their workstations and access all network resources. The only way I have found to get around the issue is to have them select the connect using dial up box and selecting the Windows VPN connection to a DC here. I did just find on the remote server an error in the directory service log. The error is #1311 and is an NTDS KCC error. It says something about there not being enough physical connectivity between the two DC's.
Does any one have any ideas for a fix here? Thanks in advance for the help.
