remote login disables when rebooted?

We have a xp box that everytime we reboot the server it disables remote login. Has anyone seen this problem?

I assume that's Citrix XP on a win2k server not Windows XP... ;-) and yes - has anyone been playing with policy files/active directory on your network? I mention that because you can set this via windows domain policies etc.....
