Remote access to FTP works /local does not

I have a Linux (Redhat) server this has two NICs local LAN and WAN.

I can access users FTP areas remotely fine through the WAN NIC.

But when I try and access the same FTP upload areas through the 192.*.*.* network (local) I get rejected with a 10054 warning. This is not at the FTP connect stage but when trying to get the directory detail?

I also get rejected when trying to use SSH locally?

Sorry I am a newbie to Linux and would appreciate some help.

FTP uses ports 20 & 21,
SSH uses ports 22.

It sounds to me like your local redhat box is incorrectly configured for one of two issues:

1) Your PC or the FTP server has no network routes for the 192.* network to match the network your local network client is coming in from (less likely)
2) Your local ftp's firewall isn't allowing the 192.* clients in to the required ports
