Relay Pulse Issue

I am trying to setup a short code to pulse the relays on my IP500 V2s. When I try dialing the short code I get an incompatible message. I think this is because I setup the short code on the IP500 only and not the AvayaPrimaryIPO also.

I only put the short code on the IP500 because I have two IP500s in my system and I do not know how to tell it which relay on which IP500 I want to pulse.

Current Setup for IP500 number 1
Short Code: *44
Feature: Relay Pulse
Telephone Number: 1 <- for relay1 on that IP500
Line Group ID: 0

I could setup the short code on the AvayaPrimaryIPO, but I do not know what to use as the telephone number for relay 1 on IP500 1...
 
I think you need to create a short code on the system where the phone is located (Server Edition Primary?), have it dial the Relay Short Code on the IP Office trunk leading to the 500 with the relay.
