Related Records Error

Hello,

I have a table called Requirements that has 4700 records and two primary keys (Document_ID and RequirementID). I have a second table called Generic Tests, also with a primary key called RequirementID (a 1-to-1 relationship exists between the two tables). Of the 4700 requirements 2900 have no problem being entered into the Generic Tests table. However, doing everthing exactly the same, the remaining 1900 give me an error message that says "You cannot add or change a record because a related record is required in the table "Requirements"

All the data has been entered the same way, and there are related records in the Requirements table, but for some reason it will not let me enter these particular requirementIDs.

Has anyone seen anything like this before?
 
Are you sure this is a 1-1 relationship? Are you trying to add RequirementID's that are already used by another record?
