I had many registry problems and couldn't run programs due to a Virus. Fortunatly, I was able to remove the virus with Norton Antivirus, but then had registry problems. I then used Norton WinDoctor which fixed all my registry problems. The one thing that keeps happening now when I open every program is this pop-up saying "Run As: 'Which user account do you want to use this program?'" and its this whole dialog box. It happens with each program now, I don't know how to get rid of it so it will just open programs like normal. Does anyone know what I need to change to fix this? Thanks.

there is no "HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer" in my registry, under the Policies the only other subs are "NonEnum", "Ratings", and "system". That's why I didn't put any keys there. Any idea why there isn't that Explorer directory? Thanks again.
This is just an uneducated guess. With a key like "Policies" these options are available to be set if you require a certain variable action to be enforced. To make it happen you must set the policy by creating a specific registry key and value and switch on the policy by means of the value data.
Normally the keys we are talking about are not displayed in the registry and everything works the way you want in I assume a default setting type of way. Then something happens which upsets XP and this mysterious default setting gets corrupted. It can however be corrected by setting the policy in the registry.
Most of the Policy type keys in the Registry originate from Group Policy settings and would only show up if a certain policy was enabled or disabled.
Try creating the Key, Value and data. Backup (Export) the Policy key first. See if the fix works, if not, delete the Keys you created.

1. Toss Norton Win Doctor in the trash can,
2. I would try a Registry repair first, but I think too much time has passed for help. Linney's find for step-by-step instructions is a great one. Connect to this site, click on the left for Tutorials, and look for Robert White's article on "Your XP has crashed" : 3. Reinstall XP:
I generally have nice things to say about Symantec/Norton products. I think the Norton Anti-virus product is the best out there. But I will not bore you with the unspeakable things I could possibly say about Win Doctor, or the Norton Utilities under XP.
You may in fact have to do a full clean re-install if you have double and triple checked that the Policy key is missing in your installation.
