Registry hack or other way to add printers to machine that won't

This machine is a Dell workstation running XP [SP-1] in a domain environment. All users are allowed to add and delete printers at will. This machine keeps throwing an error to the effect of "this action not possible due to restrictions in effect - see your administrator".

Problem is that even the administrator [me] cannot change the printers whether logged in locally or on the domain. The default printer can be chosen and changed, but not added. Our policies allow this change, so I have a strong feeling this machine has a messed up registry entry somewhere.

Anybody know where to hack this out of the registry? Of course, if I am missing something here, please inform me.
 
Thanks bcastner, but our users all have administrative privileges locally; they are restricted by group policies in many ways, but adding printers is not one of them.

On that last link --- never mind, I think I gathered what I need. Very interesting this command line installation, I am studying how to implement. Will have to get back to you.
