Registration points to a different server

I have 2 servers that both have SQL Server 2000 installed on them. Server1 is fine. Everything on Server2 points to Server1 including the database files, the service manager, and the registration. There is no local registration on Server2 and I can't seem to make one. How is this fixed? Is this an installation option?
 
During install on the second server did you install only the database connectivity tools, or did you install the database server, and connectivity tools? Is the SQL Server service running on the second server. If it is, and you installed the database server, you can create the local registration from enterprise manager, by right clicking on sql server group, then select new sql server registation, and point it to the local machine.
