Registering a new user

I have a group that does the additions and removal of Notes users. When one of the group members creates a new user the ACL does not contain him or the group he belongs to. This is quite an inconvience since I, the Notes administrator, must log on to the Notes server and open the newly created account and add the Administration group to the ACL. This problem only happens with this one person.

What do I do to make the ACL contain the Administration Group when a new user is created?
