Registering a dll

If I'm not mistaken, in WIN 9x (not 3.x) it is usually registered when a program calls on it for the properties. However, it (the .DLL) has to be in the registry prior to the call.
usually, the SETUP or INSTALL programs marks it/them in the registry for you.
