Hi ASDW,
If you haven't already solved your issue, then here is my suggestion.
Click on the tools menu tab and then choose options.
From there, choose Designer and then select Environment.
Then click the 'Allow designer to set the port for job server communication', so that the 'specify port range' options are available.
Key in a port number. Set the firewall to allow this port number to pass through.
