I assume you mean you've viewing a site that has Meta refresh tags, but your browser isn't refreshing the page? I'm also guessing that you have Service Pack 2 installed on your XP machine.
In that case, view this link:
With XPSP2, you can set whether or not to enable META REFRESH tags to function in your browser if you have XP SP2.
