You are talking about client side code. PHP cannot refresh pages. It can, however, output client side code such as JavaScript to initiate a refresh.
What do you mean by "manually"? I'm tempted to say "Hit the refresh button in your browser." But I know that wouldn't help you a lot. SO, please make your question a little clearer.
