Refers To Dialog Box

I would like to open a refers To dialog box but can't seem to find it. Is there any such dialog box or is it attached to other dialog boxes.

What I am trying to do is open a refers to dialog box select a range on my worksheet and for that range to be shown in the dialog box.

The one i'm after is on the DefineNames dialog box.

I would prefer not to use any worksheet commands like selection_change.
