Referencing issue with DAO from VB IDE

Trying to reference DAO 3.51 library from VB 5.0 (SP3) IDE is giving an error, though, strangely, the executable will have no problem using that reference. The operating system used is XP Professional and MSOffice version is 97 SR-2. The machine has both Jet Engine 3.5 and also 4.0.
Does anyone have input as to why we are forced to use DAO 3.6 Reference when running the VB project in Debug mode.
