Redivert on busy or no answer on an external divert

I have set up an incomming number to divert to an external number. If this number is busy, or not answering is it possible to divert to a different external number. I have tried ACD and Virtual ext. It will divert to external number but will not divert again if this number is busy or not available.
 

Once the PBX sends the call off-site, you are at the mercy of the off-site number. Set a HUNT for FDN on the external number. Telco can do that.

Example: If my work phone HUNTs to my Cell phone, and my cell phone does not answer, the programming of the Cell phone determines where the caller will go.
