redirecting obnoxious users mail (cannot treat as spam)

I have a person who is persistenting e-mailing our organization by randomily picking various employees e-mail addresses.

Our legal department does not want to filter him as spam. They would like to redirect all mail that he sends to anyone in the organization to a single account for records purposes.

Due to this, I cannot place his account on a spam or content list because we do want the messages to come through. However, short of placing a rule on EVERY workstation in the organization to redirect his mail to a single catch account...what else can I do?

Is there a server based form of the wizard that is built into outlook? I have searched without luck.
 
You could setup your Filter, but I believe that will redirect them to your \Filtered folder, but not to a specific mailbox. Global Settings\Message Delivery - Properties\Filtering

Is there a trick to this? I went right to the place you described and entered an outside e-mail address to test. It came right through? I then decided to give AD some time to sync and after about 30 minutes, it still comes through?
