Redirect HTTP requests to HTTPS

How do you redirect a HTTP request to HTTPS? I have a site running
WebAccess which can be accessed thru HTTP and HTTPS... but I wanna to
make it accessible thru HTTPS only and I want all HTTP requests
redirected to HTTPS.

Environment: NW6.5SP2, Apache 2.0X, GroupWise 6.5.2 + WebAccess

I picked this up from a Google search, but it's similar to what we use:
RewriteCond %{ENVROTO} =http
RewriteRule ^.*$ \

https://%{HTTP_HOST}/$1

[R=permanent,L]

I'm not sure which is better, or why.
