Redirect file open to Favorites

I have a user (Office 2007, Windows 7) who would like File Open to go to Favorites each time it is used. By default it goes to Libraries the first time it is used after loading Word. The next time it goes to the subdirectory where it was last at for either File Open or File Save.

Is this possible?

Open Word, click on the "Office" button, click on "Word Options", select the "Save" section, change the default file location to C:\Users\Username\Favorites and OK your way out.

I know that it's in the "Save" section but that is where you set your default file location for opening files.

C:\Users\Username\Links got me closer to what I was looking for.

The second part of my question has to do with what happens after doing an actual save. By default, file open goes to where the last file was saved. Any way to get File Open to always go to the default location as defined in Word Options?
