redirect a subdirectory to https

I need to redirect cgi-bin/blah to

https://mysite.com/cgi-bin/blah

I added to my httpd.conf

Redirect permanent /cgi-bin/blah

https://mysite/cgi-bin/blah

I get a page not found error?

and you do have mod_ssl set up and listening on port 443, correct?
