Recycle Bin snag!

Items I have sent to the recycle bin are not showing up as being put in the bin.
However, if I 'show' protected operating system files, I can see the 'recycled' folders for each drive and the deleted files within these, so they are not 'deleted'
I have tried the various settings in
RecycleBin > Properties to no avail
all help in solving this annoyance, very much appreciated.

I had a similar problem w/ some .eps (encrypted post script) files. I could not delete them. I used the Task Manager, ended the Explorer.exe process, restarted the Explorer.exe task, went back to the recycle bin, and was successfully able to delete the files, sometimes only one at a time, I had to toggle back and forth between those two proceedures at times to make it work. It was kind of wierd, it turned the files into Explorer files and let me delete them. It was a tip I got from a fellow techie. I just had to play with it a bit and got it working. Hope this helps. I know your problem is a little different, but kind of similar in that they were not deleting. Try the process and see if it doesn't work.
 
The folders on each drive should show up as the recycle bin icon.If they look like a normal folder then you still have problems.Open the recycle folder and delete the files in it by holding down the shift key and clicking delete.If they go or not, then right click on the folder and drag it off to the desktop and click move here.Then right click it holding shift key down,delete it.Reboot the computer.Create a text file or something and delete it normally.You should be able to go to your c drive now and see the recycle bin icon there and it should work normally.
