Record Changed notification.

Is there a way to get access to send an email based on the fact that a record has been changed. Example: Names,Addressess,Phone Numbers,Fax Numbers don't get changed that often, but I would like to know right after the record has been updated, by email,logfile,something! I also have a date/time stamp field in the table to pull info. from.
 
If the record is only going to be changed via a form then use can use a change event from that to fire off your missive. If the change can occur due to action queries, or in the table itself then I'd love to know as well. One strategy might be to use a timer to check periodically for changes, but it's resource hungry and not asynchronous.
 
Thanks for taking time with my problem.Users will be using the web to update their personal information.So I guess it would be at the table level that I would like to know when these changes have been made.Maybe a weekly or biweekly update would be fine.
 
Whatever is done via the web needs to be 'interperted' via some mechanisim. Have the mechanisim 'trap' the changes and send the notice.
