recommendations for internet security?

Can anyone suggest a plan for internet security for a 50-node Windows 2000 network? The workstations are running Windows XP, and it is a school, so we need to have the ability to filter pretty tightly. We would also need to be able to monitor remotely what the students are using the Internet for. So, I guess we need to be able to limit sights that they have access to, as well as monitor remotely, as well as protect against outside threats (viruses, hackers, etc...). (Firewall, Filter and Antivirus?)

Would the best option be a hardware firewall, or can we accomplish these things better with software running on the network? What has worked for your network? Any suggestions?

We are a nonprofit school, so limited on $$!

ISA server would allow great control.

Hardware firewall is the only option unless you can get a laminated sign saying "hack us" and putting it on the front of the school.
