Reclaiming access to local policies

I am running an NT4 domain. Have Exchnage 5.5 running on w2k member server. Do not know the administrator password for the local administrator account, and policy defaults to all users after 3 tries. The local administrator own the mmc for local policies, and he won't let go.

Here is my question. If I go through NT4 User mangler, can I reset the password to the Administrator account on the server Mail (its name)? I have tried putting the domain administrator into every policy folder I can get properties on, but to no avail. Still locked out of local policies, and therefore locked out of installing SP3. Somebody must have some ideas on this. Thanks.
