We have several large distribution groups, including one containing everyone in the enterprise. Recently, a departing employee used this distribution group to fire a broadside at management. At management's insistance, we want to restrict this list to only a few users, but that would not prevent a user from simply using Shift-click to select all recipients listed in the GAL and broadcasting a message out that way. We could impose a limit on the number of recipients to which users are allowed to send a message, but we would still have a few users who would need to and have management permission to send messages out to many people.
If we apply a recipient limit, would that prevent a user from sending to a distribution group containing more that the allowed number of users, or would the group itself be treated as a single recipient for this purpose?
