Recipient in Global Address List not in Recipients List

The recipient list of what? An email message?

Yes an email message.
When clicking the TO: button, in Outlook 2003, I'm presented with a drop-down listbox to select Contacts, Recipients or Global Address List. All of the users on our domain show up in Global Address List but there are some that don't show up in the Recipients List. Is the a way, on our Exchange server i guess, to get those "missing" users to be included in the Recipients List.
