Receptionist cannot page thru headset

I have a company with a newer 8x24 whose recept. pages parked calls to users (med facility)using a 7310 with CAP module. Problem is she cannot page using her Plantronics H-51 headset, with Nortel pigtail- no M-10, she can page using handset with no problem. If I remove the CAP, she can page with the headset. I have never seen this before, I changed phone, CAP, and checked power. ????Suggestions!

Now how in the devil did I manage to post a Nortel question here when I was in the Nortel group???
