Receiving email probably simple problem

I can send email without any problem. I can also do an external nslookup on my public IP without problem and resolve it. I can also telnet my server. So far so good!

When I send a email I get an unknown recipient error. The receiving domain name is not the same then my internal domain name so I went and setup the email address in active directory user but I still cannot receive. Any suggestion?
 
In order to accept delivery for a given smtp domain, you must have a recipient policy for that domain.

 
I did setup a recepient policy. I created a recipeit policy my public domain name. I updated everything but I still get the error? I am still searching!
