For security reasons, an applet cannot access the local filesystem unless it's a signed applet.

What do you mean by "signed" applet?

So there is no way for it to select data like the HTML code that selects files.. for example webmail that allows you to select a file for an attachment?

You can take a look at this page:

Think that, if any applet could read your local filesystem, any malicious code would be able to access all the information you have, not only the one you select.
