Read Receipts delivered as Plain Text with Header as TXT Attachment

When my Read Receipts are delivered back to the original sender on exchange server they are Plain Text and the header etc is in the form of a TXT Attachment...

Does anyone have any idea how to send receipts back to exchange as Rich Text / HTML...
