read only on 1 file with multiple users not working

We use Office 2000. The first person can open the excel file(on the network) normally. The second user who opens the network file gets the message : The document <Filename> is locked for editing by another user... However, some users who open the file (when it's still opend by the first user) won't get the message of the read only file.
Is this a known problem?
