Reach Line Card with 9150v Remote help/questions

My understanding is the RLC is pretty much treated as a Digital Line Card. But you build a TN (data side) to match up or correspond to the VCE channnels on a 1 to 1 basis. 0 is 16 , 1 is 17 etc.,etc.
These data channels are the communications links from the RLC to the 9150, 1 per telephone.

Is it a typo in the NTP using pins 1,3,7,8? The other pin out reads 4,5 and 3,6 normal enough.

The 9150 does not need any or the BRI ISDN trunks, strictly telephone appearances from CS 1000 E. Our man in the field has done everything by the book but the RLC and the 9150 do not seem to "sync-up". Any help/pointers is greatly appreciated, this is first time we have seen the RLC and/or the 9150.
 
no the bri interface is 1,2 7, and 8.. if you don;t see the far end, turn them over 7,8 to 1,2.. 1 and 2 are still the transmit pair. they need to get back to the rec pair

That is what I thought and still believe, my field tech says NTP has as 1,3,7,8 and I read it and it does say that, just figured it might be a typo. Thanks, John.
