re: Cannot access the "Xpress Preferences" file. [12] error message

Everytime I try to start Quark 5.0 on my Win 2000 machine, I keep getting the following error message - re: Cannot access the "Xpress Preferences" file. [12] error message. I've uninstalled it 3x already & reinstalled, I've tried repairing it by running through set up but nothing has worked. Any ideas? Thanks
